CARB Compliance for Trucks Running California Loads

If you dispatch trucks into California, most guides to CARB compliance for trucks still tell you to plan a zero-emission fleet under Advanced Clean Fleets. As of October 2026, that private-fleet requirement no longer applies. Clean Truck Check (CTC) does, with the engine, reefer and idling rules.

What Changed in CARB Compliance for Trucks in 2025 and 2026
CARB compliance for trucks means meeting the California Air Resources Board rules for any heavy-duty truck on California roads. As of October 2026, that's mainly Clean Truck Check, the Truck and Bus regulation, TRU rules for reefers and the 5-minute idling limit.
Four events got it there:
January 13, 2025: CARB withdrew its EPA waiver request for Advanced Clean Fleets (ACF).
January 13, 2025: CARB withdrew its request for the zero-emission truck TRU turnover requirement.
June 12, 2025: the President signed CRA resolutions disapproving the Advanced Clean Trucks (ACT) and Omnibus NOx waivers, per EPA's release.
September 10, 2026: OAL approved and filed the ACF amendments repealing the High Priority Fleets and Drayage portions, per CARB's ACF rulemaking page.
CARB says the amended ACF covers state and local government fleets, not private ones. Drop it, and the truck TRU mandate, from your plan.
CARB Compliance Requirements for Out-of-State Trucks in October 2026
These apply whatever your base state, on top of federal FMCSA regulations. It's one more gap between interstate and intrastate trucking.
Rule | Who it applies to | What the carrier must do | Status as of October 2026 | Official source |
Clean Truck Check (HD I/M) | Diesel and alt-fuel vehicles over 14,000 lbs GVWR, out-of-state included | Report in CTC-VIS, pay the fee, pass semi-annual tests | In force, enforced | CARB CTC page |
Truck and Bus | Diesel vehicles over 14,000 lbs GVWR | Run a 2010 or newer engine | In force since January 1, 2023 | CARB Truck and Bus page |
TRU | TRUs in California, out-of-state-based included | Report, pay fees, label every 3 years | In force. ZE truck TRU turnover withdrawn | CARB TRU page |
Idling | Diesel CMVs over 10,000 lbs GVWR | Idle 5 minutes or less | In force | CARB idling page |
Advanced Clean Fleets | State and local government fleets | Nothing for private carriers | High Priority and Drayage parts repealed | CARB ACF rulemaking page |
Drayage | Port and railyard trucks | Voluntary TRUCRS reporting | ZEV mandate repealed | CARB Drayage page |
ACT and Omnibus NOx | Manufacturers, not carriers | No direct carrier action | Disapproved June 12, 2025. Contested | EPA release |
Clean Truck Check Testing, Fees and the Compliance Certificate
Per CARB, CTC runs on a clock for every VIN.
Report each vehicle in CTC-VIS.
Pay the annual compliance fee, $32.13 per vehicle now and $33.12 for deadlines on or after January 1, 2027.
Have a CARB credentialed tester submit a passing emissions compliance test, an OBD scan for 2013 and newer diesel engines or smoke opacity plus visual inspection for 2012 and older.
Keep the compliance certificate.
Testing is semi-annual today. For out-of-state trucks, the last digit of the VIN sets each 6-month deadline, and you can submit up to 90 days early, per CARB's semi-annual compliance rules.
From October 2027, OBD-equipped vehicles move to four tests a year, and a 5-day pass covers occasional trips. Put the test window on your semi truck preventive maintenance schedule so emissions faults get fixed first.
The Truck and Bus Rule and Engine Model Year
As of January 1, 2023, diesel vehicles over 14,000 lbs GVWR operating in California need a 2010 or newer engine, per CARB. Noncompliant California-registered trucks are denied DMV registration.
Check the engine emissions label, since the engine year can trail the truck's, and factor it into your truck age sweet spot.
Reefer Units and TRU Reporting, Fees and Labels
Pulling a reefer trailer into California brings transport refrigeration unit (TRU) duties.
Report every TRU that operates in California, out-of-state-based units included.
Pay operating fees and display CARB labels on a 3-year cycle.
Meet the ULETRU standard 7 years after the engine model year.
Let CARB inspectors check the unit.
The zero-emission truck TRU mandate isn't listed, since CARB withdrew it in January 2025.
How CARB Enforcement Reaches You at Roadside and Through Brokers
CARB has four ways in.
Roadside: monitoring since January 2023. A Notice to Submit to Testing gives 30 calendar days to pass.
Brokers: they and freight contractors may only use Clean Truck Check-compliant vehicles, must keep your certificate or Affirmation of Fleet Wide Compliance for 5 years and produce it within 72 hours.
Hiring entities: carriers and brokers must verify hired fleets meet Truck and Bus.
Ports: CARB asks drayage operators to report in TRUCRS voluntarily.
Roadside stops add to the common DOT violations you track.
CARB caps idling at 5 minutes for diesel commercial vehicles over 10,000 lbs GVWR, and that's before counting what idle time costs a 150-truck fleet.

Where Datatruck Fits
Clearance is per truck. Each VIN has its own CTC deadline, and a broker can turn away a truck with a lapsed certificate.
Datatruck is a TMS for carriers with built-in trucking compliance software. CTC certificates and TRU label records live in truck and trailer document management, and truck profile inspection and safety-task tabs track each test date. Compliance red flags on the dispatch board show units with open repairs. Book a Datatruck demo to check California readiness truck by truck.
FAQs
Do out-of-state trucks need Clean Truck Check?
Yes. Diesel and alternative-fuel trucks over 14,000 lbs GVWR on California roads must report in CTC-VIS, pay the fee and pass semi-annual testing, with deadlines set by the last VIN digit.
How much is the Clean Truck Check fee?
It's $32.13 per vehicle per year as of October 2026. It rises to $33.12 for deadlines on or after January 1, 2027.
Is Advanced Clean Fleets still in effect for private fleets?
No. Amendments OAL approved on September 10, 2026 repeal the High Priority Fleet and Drayage portions, so ACF now covers state and local government fleets.
Can a truck with a pre-2010 engine haul loads in California?
Generally no. Truck and Bus requires diesel vehicles over 14,000 lbs GVWR in California to run a 2010 or newer engine, going by the model year on the engine emissions label.
